PROFESSIONAL EXPERIENCE

The following projects requiring either concrete spalling remediation or non- traditional design techniques have been completed by Florida Technical, Inc. This is only a representative sample of relevant projects. (Projects are listed in chronological order with the most recent project listed last.)

SEAWATCH CONDOMINIMS – MARATHON, FLORIDA
Inspected two (2) four story multi-family residential buildings for spalling damage. The building were constructed utilizing the Epi-Core framing system. This is an externally reinforced concrete forming system frequently used during the late 1980’s. The Epi-Core system was found to be deficient with many claims brought against the manufacturer. After receiving settlement funds, Seawatch proceeded to repair the damaged concrete elements. Florida Technical, Inc. was contracted to inspect, identify and describe the various repair methods. Additionally, Florida Technical, Inc. was retained to inspect the contractor’s work and provide inspection reports to the Monroe County Building Department.

1800 ATLANTIC CONDOMINIUMS – KEY WEST, FLORDA
In 2002, the 1800 Atlantic Board of Directors recognized the need to arrest the concrete deterioration evident throughout the property. Florida Technical, Inc. was hired to inspect all concrete structural elements for spalling damage. 1800 is a 4 story over parking, 168 unit condominium project. To efficiently inspect the building a system was developed to “type” all spalling and label it as either A, B, C or D spalling. I continue to use this system today. Spalling damage was identified, documented and reported with remediation methods specified. This report was utilized by each bidding contractor.Florida Technical, Inc. was retained to monitor the repair work and oversee the contractor’s efforts. Regular reports were provided to the Board of Directors and the City
of Key West Building Department.

WAT MONGKOLRATANARAM OF FLORIDA – TAMPA,FLORIDA

THAI BUDDHIST TEMPLE
After an extensive interview and evaluation process, Florida Technical, Inc. was selected to prepare construction documents for the first “Thai style” Buddhist Temple to be constructed in America. The base design was prepared by a Thai architect located in Bangkok, Thailand. The design was sanctioned by the King of Thailand. Florida Technical, Inc. had to abide by the design parameters established by the Thai architect, while conforming to the strict requirements of the Florida Building Code. Utilizing a combination of concrete block, cast concrete elements, ICF construction and steel framing the structure was completed with out use of any interior columns. In Thailand, interior columns are required to support the elaborate roof structure. The project was so well received by the Thai King and architect, the Temple was granted the right to bear the King’s seal. This is an honor reserved for Temples of only the highest quality.

LA BRISA CONDOMINIUMS – KEY WEST, FLORIDA
La Brisa is located adjacent to 1800 Atlantic. Many of the La Brisa owners could observe the work at 1800 Atlantic from their balcony. La Brisa is a 4 building complex comprising 132 units. Each building has 4 living levels over ground level parking. Florida Technical was contracted to inspect and identify spalling in the North and East building. Similar to 1800, with one important difference, the access walkways at La Brisa are open and exposed to rain and carryover sea spray. Spalling was severe. To complicate matters the walkways are cantilevered in many areas. Walkway spalling was extensive and required developing unique solutions to remove and re-cast severely damaged walkway sections. This project was completed in 2006.

ANCHORS AWEIGH CLUB HOUSE – KEY WEST, FLORIDA
Anchors Aweigh is a non-profit organization serving the Key West community. They provide an invaluable service to many people and always work with limited funding. The Anchors Aweigh building was severely deteriorated from years of poor maintenance. Volunteers routinely fix what’s broken, without any long term maintenance plan or goal. However, little if any effort had been made to repair the cracked concrete columns, tie beams and parapet. Florida technical, Inc. was hired to assist Anchor Aweigh by identifying necessary concrete repairs, develop the bid package, evaluate bid responses and work with the Board to select the best contractor. Florida Technical, Inc. prepared the necessary documents to secure building permits, and provided inspection services for the City of Key West. Anchors Aweigh receives funding from a variety of philanthropic sources. As such it was imperative that there be no budget over runs. Additionally, it was necessary for Anchors Aweigh to relocate during the repairs. Temporary facilities were secured for a specific time frame. The project had to be completed on schedule to allow time for
Anchors Aweigh to leave the temporary facilities and re-occupy the club house. Under Florida Technical’s direct supervision, the project was delivered on time and in budget.

MONGKOLTEPMUNEE TEMPLE – BENSALEM, PENNSYLVANIA
Following the success of the Thai Temple in Tampa, Florida technical, Inc. was contracted to design a Thai Temple for a Buddhist congregation in Pennsylvania. This project was completed in 2010.

TARA CONDOMINIUMS – BIG COPPITT KEY, FLORIDA
Tara Condominiums is a three building complex located adjacent to the water on Big Coppitt Key. Each building is a 3 story masonry structure with 6 condo units on the first and second floor, and a single 3 rd floor unit. All first floor units at Tara were flooded by Hurricane Wilma. The damage was severe enough to necessitate gutting all first floor improvements. Although some spalling damage was evident from the exterior, the real extent of the damage was not evident until all drywall was removed. The spalling repair contractor, Concrete Solutions, was hired to repair the spalling damage. Concrete Solutions retained their engineer to identify and specify the spalling repair methods. Although Concrete Solutions inspected the damaged structure, and brought in their own engineer, cost over runs and project delays were excessive. Concrete Solutions was dismissed. Florida Technical, Inc. was retained to complete the project. A thorough inspection of all existing conditions was conducted. Using the classification method previously developed all necessary repairs were identified, documented and reported in a clear concise manner. This document was used to assist bidding contractors in developing fixed price bids to complete the work. The spalling repair work at Tara has been completed. Florida Techncial, Inc. was retained to complete the renovation/re-construction designs required by Monroe County to complete and “C.O.” the project.

COURTYARDS AT DAVIE – DAVIE, FLORIDA
Following a child drowning in one of two (2) on-site storm water retention lakes, the Condo Association requested each lake be inspected for compliance with all current state and county requirements. It was determined the lake bank slopes did not comply with current safety codes. Florida Technical documented the slope of each bank at 10’ intervals around each lake. Using this information, a plan was developed to alter the existing lake bank slope to be less than 4:1 and to install a soil stabilization mat to inhibit future bank erosion. Florida Technical developed the scope of work, bid specifications and coordinated contractor bidding. Following contractor selection, Florida Technical monitored the remediation work, documented the completed project and certified the lakes to the Central Broward Water Management District.

ROMAINE CONDOMINUMS – PALM BEACH SHORES, FLORIDA
Romaine is a smaller condominium, with high seasonal occupancy. The Board entered into a concrete restoration project, phased over several years. The original project engineer was unwilling to continue with the ‘phased’ restoration schedule. Romaine then contacted Florida Technical, Inc. for assistance. After reviewing the project specifications, documents, permit requirements and
existing ‘work-in-progress’, Florida Technical, Inc. signed on as the project engineer. The Building Official was contacted and all paperwork necessary to ‘assume’ engineer of record duties was completed. The 2013 phase was completed in June. Inspection reports were prepared and forwarded to the Palm Beach Shores Building Dept. The project and existing permit remain active awaiting the next phase to commence in 2016.

EDGEWATER CONDOMINUMS – CORAL SPRINGS, FLORIDA
Edgewater is a multi-story, 18 building condominium complex built in the mid eighties. The original tile roofs had deteriorated over the years and required replacing. Florida Technical, Inc. was contacted to inspect the roofs, prepare the project scope of 8 work, coordinate contractor bidding and evaluate bids with recommendations to the Edgewater Board. The Board awarded the project in March 2013. Florida Technical, Inc. was retained to oversee the project and coordinate all activity between contractor and Edgewater. Other than minor ‘punch list’ work, the project was completed in July 2013, on schedule and budget. No ‘in-progress’ change orders were approved by Florida Technical, Inc. for submission to the Board for consideration.

CITATION WAY CONDOMINUMS – CORAL SPRINGS, FLORIDA
Very similar to the Edgewater project, Citation Way is a 20 building complex in Coral Springs. The original tile roofs had deteriorated over the years and required replacing. Florida Technical, Inc. was contacted to inspect the roofs, prepare the project scope of work, coordinate contractor bidding and evaluate bids with recommendations to the Citation Way Board. The Board awarded the project in June 2013. Florida Technical, Inc. was retained to oversee the project and coordinate all activity between contractor and Citation Way. This project was completed in January 2014, with Florida Technical, Inc. performing 3-4 work-in-progress inspections each week. Florida Technical, Inc. was retained to inspect and prepare bid documents to repair and/or overlay all asphalt pavement at Citation Way. This project has been successfully bid, contractor selected with contract awarded, and completed in February 2015 on budget and schedule.

BONAVISTA CONDOMINUMS – AVENTURA, FLORIDA
Retained to complete a 40-Year Condition Inspection, it was determined roof repairs and concrete remediation work was required to successfully pass the 40-Year inspection. After preparing the project scope for work and bidding the roof portion, the Board selected a roofer, and executed a contract to remove and install a new 20 year roof. Roof work begun in November 2014, was completed in February 2015 with oversight provided by Florida Technical, Inc. Bonavista recently approved hiring a general contractor to complete the necessary concrete remediation work identified in the 40 year inspection. Concrete remediation began in March, 2016 with proposed completion early 2017. Weekly oversight was provided by Florida Technical, Inc.

ST LOUIS CONDOMINUMS – BRICKELL KEY, FLORIDA
St Louis is a 31 story condo building with 150 owners. After completing a condition inspection including structural, mechanical and electrical systems, St Louis opted to complete a HVAC chiller replacement. In addition, roof repairs and concrete remediation work has been undertaken. Concrete remediation was completed in November 2014. Chiller replacement occurred in February 2015. Florida Technical monitored the installation to insure compliance with all applicable state and local codes. Florida Technical, Inc. has and will continue to provide project oversight with regular reporting and meeting with Association Board and Property Manager.

VISCONTI CONDOMINIUMS – CORAL SPRINGS, FLORIDA
Visconti is a multi-story, 17 building condominium complex built in the late eighties. The original tile roofs have deteriorated over the years requiring replacement. Florida Technical, Inc. was contacted to inspect the roofs, prepare the project scope of work, coordinate contractor bidding and evaluate bids with recommendations to the Visconti Board. The Board awarded the project in January 2015. Florida Technical, Inc. was retained to oversee the project and coordinate all activity between contractor and Visconti. The project was completed in July, 2015 with regular work-in-progress inspections provided by Florida Technical, Inc. The roofs were completed on schedule and without any approved contract extras or change orders.

SUNRISE LAKES CONDOMINIUMS – PHASE 1 – SUNRISE, FLORIDA
A 38 building condominium complex originally constructed in the mid 1960s, the asphalt parking areas had deteriorated with numerous potholes, trip hazards, and exposed substrate. Florida Technical, Inc. was retained to inspect the numerous asphalt parking areas totaling over 650,000 sq ft. for damage and develop a course project documents describing the remediation work suitable for bidding. In addition, Florida Technical, Inc. prepared the permit documents for submission to the City of Sunrise Building Dept. The $900,000.00 project received a permit from City of Sunrise with work commencing in January 2015. The project was completed in Summer 2016. Florida Technical provided regular work-in-progress inspections along with
contractor oversight, payment request review and approval and City of Sunrise Inspector coordination.

BOCA WEST & BROKEN SOUND – ASPHALT RESURFACING
Working with Lang Management, prepared the plans, scope of work and bid documents to mill existing asphalt roadways and overlay new asphalt to re-surface neighborhood roadways. In 2015, 5 neighborhoods (3 in Boca West, 2 in Broken Sound) were completed. Two additional neighborhoods were completed last year, 2016, in Broken Sound. Florida Technical provided project oversight and coordination with HOA Board and Community Master Association concerning traffic, access and vehicle relocation during the milling & overlay process.

POMPANO ATLANTIS CONDOMINIUMS – POMPANO BEACH
Pompano Atlantis completed a balcony concrete restoration project in 2015 following a 40 Year Re-certification Inspection. Florida Technical oversaw the successful completion of this project in 2015. In early 2016, Pompano Atlantis chose to undertake a façade renovation including complete exterior painting and the replacement of existing balcony aluminum guardrails with glass guardrails. Florida Technical, Inc. prepared the plans, specifications, and bid documents to complete this capital improvement project. Assisting the Pompano Atlantis Board, a contractor was selected with work beginning January 2017. Project oversight is being provided by Florida Technical, Inc. including regular work in progress inspections, change order review/approval, and
review/approval authority of all progress pay applications. Project completed on schedule and in budget, December 2017.

POMPANO BEACH CLUB NORTH – POMPANO BEACH
Pompano Beach Club requested contractor pricing and executed a contract with a local mechanical contractor prior to seeking engineer guidance. Pompano Beach Club North retained Florida Technical, Inc. only after they encountered problems with the outdoor air unit installations. It was quickly determined the contractor had neither an adequate design plan nor permits. Florida Technical, Inc. worked wit the contractor to insure permits were applied for and obtained. In addition, numerous difficulties with the installation such as a failure to confirm unit could fit through the door access, were adequately resolved with both the contractor and the Pompano Beach Building Dept. The outdoor air unit installations were completed in February 2019.

PORTA BELLA YACHT & TENNOS CLUB CONDOS – BOCA RATON
Porta Bella is a multi-building community consisting of two (2) eight story buildings and two (2) four story buildings. Constructed in the early 80’s, Florida Technical, was retained to inspect masonry balconies and other structural elements in preparation for the upcoming 40 Year Inspection report. Beginning in December 2018 and continuing over several weeks each balcony was visually inspected with floors and ceiling ‘sounded’ for hollows. Collected information was organized with recommendations for immediate and long term actions. Approximately 65 units require
attention in the near term. Florida Technical prepared the contractor scope of work to complete the concrete spalling repairs, exterior painting and re-roofing work suitable for bidding. Bids were received in November 2018. Porta Bella is currently evaluating the bids ($4.5 – $6 million) as part of a 10 year capital improvement plan.

PLAZA TOWER NORTH – HALLANDALE BEACH
Plaza Tower North is an 18 story condominium high rise. After identifying significant spalling damage Florida Technical, Inc. personnel inspected each unit balcony to document the necessary repairs. After preparing a comprehensive scope of work, which included spalling repairs and building painting, the project was bid to qualified contractors. Project work began in November 2019. The project was completed in July 2020 two weeks ahead of schedule and $18,000.00 under budget.
